Water, water everywhere was the unpleasant sight that greeted Elaine and Ralph Giuffre whenever it rained. Their rear garden lies downhill from a neighboring house, and runoff turned their lawn into a perpetual bog in winter. Its a problem that faces many homeowners with hillside lots. This style of drain is a trench up to 2 feet wide and 4 feet deep, with 4-inch perforated pipe running along the bottom. Gravel or decorative stones fill the trench to ground level. The idea is for water to move quickly down to the pipe and be carried away before it has a chance to enter the adjacent soil. To keep dirt from clogging the drain, Rogers used a fiberglass cloth soil separator over the pipe. Close to the hillside, rogers added a rtaining wall and brick planters to make a level site for the drain. Beneath the steps between the planters, one surface-mounted drain ties into the main line. For additional protection, he ringed the lawn with a shallow concrete trough that leads into the main drain. Bricks cover the trough, but openings between the bricks allow water to reach it.
CHICAGO — With the largest group of lawn and garden product exhibitors at the National Hardware Show composed of decorative accessory vendors, theres no doubt that consumer interest has evolved beyond basic lawn care. Outdoor living trends have quickly made their mark on this $33.5 billion industry, blurring the lines between home improvement and decor. The largest supplier, Pennington Seed, has seen sales double within the past year, and the category as a whole grow in the range of 12%. New from the company were specialized bird feeders, such as the Quik Feeder, which dispenses different sized seeds, and decorative feeders that combine wood and plastic. The Hayes Company, which showed off several new feeders using colored glass, specializes in garden decor.

Climb Everest, become a lion tamer, or buy a car. Statistically, whats the most dangerous thing that you could possibly do? You wont be surprised to hear it is probably buying a used car. Just think of what could go wrong - it could fall apart, or break down, or maybe just not be an appropriate vehicle. Whatever happens, it will cost a fortune to sort out. That is why used-car warranties were invented. “You only get what you pay for,” says Mark Barton, RAC marketing executive, who is adamant that a cheap warranty means spartan protection if something goes wrong. “Consumers have to read the small print and negotiate longer- term cover. Some dealers fob customers off with three months, but you should negotiate for 12 months or more. Of course, anything backed by the RAC is a first-class warranty.” Hes right of course - if you dont read about the level of cover before you take the car, you cant moan if it breaks down and youre left in the lurch. Legally, when buying from a dealer there is an implication - provided you pay the retail price and provided phrases such as “sold without warranty”, or “sold as seen” are not used - that the dealer will ensure the car survives satisfactorily for three months. If a dealer includes a warranty in the price - “free” warranties do not exist - then it is a mechanical breakdown insurance (MBI) package. The insurance is based on variable factors such as the age and mileage of the car cross-referenced with maximum claim limits and all sorts of complicated exclusions. Technically, then, an MBI is not a warranty and dealers should not describe it as such, but they do.

Data for June and July show the first signs of softening in the construction sector. According to seasonally adjusted data, the value of construction put in place in July was approximately at the same level as in June and thus 7.4% lower than in May. In the five months to May, the value of construction put in place was 38.7% higher than a year ago; in June and July the difference narrowed to 16.7%. Employment in the construction sector continued to rise. In 2006, the number of workers employed in the construction sector was 7.5% higher than in the previous year. In the first seven months of 2007 it surged by 11%. The hiring of foreign workers has also been on the increase (see SEM 7/2007: 11). The number of workers rose particularly in building completion and general construction, similarly as last year. In terms of worker status, sole proprietors and their employees recorded higher growth rates. Increasingly many firms face difficulties in finding labour. According to business trends in construction, 51% of construction firms reported “a shortage of skilled labour” as a limiting factor to production. If answers are weighted by the number of employees, this share is even higher (58%) - the highest in five years (since these data have been available). The shortage of skilled workers became a significant limiting factor in the second half of 2006 (see graph), coinciding with the boom in construction activity in that period.

The GNA History Committee is still looking for nurses caps for a permanent display at Headquarters. Before the tradition is forgotten, we want to preserve this bit of our history. We plan to exhibit the caps with the identity of the donor and the name of the School of Nursing. If you happen to be a nurse who wore a cap, then you know that each school had an identifiable and unique design. Please help us with this project! The caps that have been donated thus far include the following:
Children shouldnt put paper roll caps, ring caps, or strip caps in their pockets. Friction can ignite the caps, causing burns. Toy caps contain a small amount of a pyrotechnic material that ignites when struck and creates a loud noise and sparks. Toy caps also pose a noise hazard. Currently CPSCs regulations limit the decibel level of caps to no more than 158 decibels. A warning label is mandatory on caps in the 138 to 158 decibel level stating “WARNING - Do not fire closer than 1 foot to the ear. Do not use indoors.”

McLEAN, Va. (Bloomberg) — U.S. 30-year fixed home mortgage rates fell this week as the economy continued to grow at a steady pace with low inflation. The average rate on a 30-year fixed mortgage decreased to 7.53 percent in the week ending Sept. 5, from 7.58 percent the previous week, Freddie Mac said Thursday. “Mortgage rates were down slightly with no compelling economic news to move the bond market,” said Robert Van Order, chief economist at Freddie Mac.
REFINANCED GRANDFATHERED DEBT QUADS AS grandfathered debt if the mortgage proceeds do not exceed the balance of the old mortgage prior to refinancing. Home mortgage interest expense is deductible if certain requirements are met. In general, mortgage interest expense is deductible only if the home is collateral for the debt (secured debt). If the borrower cannot pay the debt, the lender can use the home to satisfy the loan. Interest expense paid on home acquisition debt, home equity debt, and grandfather debt is generally considered deductible. A mortgage taken out after October 13, 1987, to acquire, build, or substantially improve a qualified residence is classified as home acquisition debt. Qualifying debt is limited to $1 million ($500,000 each for married filing separately). The $1 million limitation is reduced (but not below zero) by any grandfathered debt. If home acquisition debt is refinanced, the new debt will qualify as home acquisition debt only up to the balance of the old mortgage prior to refinancing. The interest attributable to the additional debt will be nondeductible personal interest unless it qualifies as home equity debt.
Housing experts are predicting that any increase in mortgage rates in 1997 will be more than matched by a rise in property prices. TSB says mortgage rates will have hit 8.25 per cent by the end of the year, pushing homebuying costs up to pounds 30.70 of every pounds 100 of take-home pay - pounds 5.10 more than we pay now. Mortgage broker John Charcol is even more pessimistic and expects mortgage rates to hit 8.75 per cent. But the costs, says leading housing analyst Rob Thomas of City firm UBS, should be more than met by soaring house prices.

Tighten thighs and buttocks by standing with you chair in front of you. Hold back of the chair, keep feet hip distance apart and ensure your hips and shoulders are above one another. Lower your bum as if sitting. Hold for five seconds and squeeze the buttocks. Repeat 15 times. Using a stable chair, place your hands next to your hips at the edge (fingers facing forwards) and move hips to the edge of the chair. Bend elbows back (not to side), lowering your body until the line of your hips and knees is at 90 degrees to the chair. Repeat ten times Try push-ups, sitting in your chair twisting from the waist. Incorporate weights by using water bottles to do biceps curls and straight arm lifts.

WASHINGTON — Construction of new homes and apartments plunged by 17.6 percent in March, the biggest decline in 14 years and another possible indication that rising interest rates are beginning to take a toll on the economy. Meanwhile, wholesale inflation shot up 0.7 percent as energy prices soared. The Commerce Department reported Tuesday that builders started construction on new homes and apartments at a seasonally adjusted annual rate of 1.84 million units in March, down from 2.23 million units in February. “This is a bit of a shocker,” said David Seiders, chief economist for the National Association of Home Builders. “But I dont think this represents a fundamental downshift in the housing market. There were special factors behind it.”

At any given lime during the day, an estimated 500,000 passenger vehicle drivers are talking on hand-held cell phones, according to the National Highway Traffic Safety Administration. As cell phone usage continues to climb, more and more studies have looked into the impact that talking on the phone while driving has on safety. In response to such findings, New York, New Jersey and the District of Columbia have banned the use of cell phones while driving and other slates are currently considering lull or partial bans ol their own. However, the debate continues because many ol these states still allow the use of hands-free phones while driving and opponents of hands-free use counter that the main cause of accidents is the distraction caused by a phone conversation, not the operation of a hand-held phone. Regardless of cell-phone ban details, many corporations are recognizing that a real risk exists concerning cell phone use and, in an effort to avoid costly litigation stemming from an accident caused by one of their own distracted drivers, are re-evaluating their own phone-use policies. As part of its own recommendation for companies to consider a ban on cell phone use while driving, the California Association of Employers has even put a sample cell phone policy on their website.
I love my cell phone! I try to use it as little as possible when driving. But the more I drive, I see more and more cell phone abuse. In the last month, three vehicles have crossed into my lane, all the drivers on cell phones. Not long ago, someone hit me from the rear, pushing me into the car ahead. As they took her to the hospital on a stretcher, the cell phone was still being used for casual conversation. The best is this one: I followed a driver with a cell phone to her ear while holding a cigarette in the other hand. I figure she had three fingers on the steering wheel.
The news is sobering. Driving while talking on a cell phone is the same as driving drunk. Motorists who use a cell phone are just as distracted, slow to react and as easily confused as motorists tipsy from drinking. And a drunk driver using a cell phone is more dangerous than a runaway train. The implication is clear. No more “one last call for the road” for Americas habitual phoners. The concern is that, like alcoholics, chronic cell phone users are in denial. They dont believe their “habit” has a negative effect, mostly because it doesnt feel that way. Once a person is off the phone, the cell phone driver immediately “sobers up” and returns to normal alertness and reaction times. Its those few minutes when that phone is off the hook, or even being voice activated, that is the killer — quite literally.

A dermatologist at the Baylor College of Medicine in Houston is warning that laser hair removal is a surgical procedure with potential problems and consumers need to find out the experience and training of anyone they choose to perform that procedure on them. The crisis in NHS dentistry is set to continue as the Government yesterday announced reform plans that will further curtail dentists clinical freedom and threaten their income. Gerald Malone, Minister for Health, said that the “prior approval” scheme, under which dentists must seek permission for certain expensive or complex treatments, is to be extended and made “more rigorous”. Dentists leaders, said they were “disappointed” with the proposals. They claimed that Mr Malone had missed an opportunity to resolve the three- year dispute with the profession which has seen thousands of dentists leave the NHS or turn away new patients. Nearly a million adults and children have been deregistered by their dentists in the past four years.

Looking at freight transport, there was a significant increase in maritime and railway transport, while the volume of road transport remained roughly at the level from last years second quarter. After the volume of maritime transport fell by a fifth in the first quarter, it rose by 14.5% in the second quarter of 2007, year on year. The volume of transport has become more volatile in recent years, but the volume of goods carried has not contracted significantly relative to the global conjuncture witnessed in the industry in 2005. Maritime transport is one of the minor transport modes in Slovenia. Railway freight transport grew by 14.9% in the first quarter and continued to grow strongly in the second quarter. Harbour transport recorded a modest increase, while road freight transport did not increase in year-on-year terms in the second quarter, partly because of the very high volume of road transport seen in the second quarter of 2006. Data also show that the expansion in this mode of transport, boosted by the abolition of restrictions upon Slovenias accession to the EU, has moderated somewhat this year Slovenia is near the top among EU countries according to the volume of road freight transport per capita. The assessment refers to the volume of freight transport expressed in tonne kilometres, undertaken by freight vehicles registered in a given country. It measures carriage by domestic freight vehicles in the country of registration and abroad, and not the volume of transport within the territory of a given country. In 2006 by far the most per capita road shipments were performed by carriers registered in Luxembourg (18,766 tkm; see graph). Slovenian carriers (with three times lower freight transport per capita) were ranked second and performed 58.9% more transport than the average carrier in the EU. The high intensity of road freight transport in Slovenia is the result of the surging growth rates of road transport, particularly in 2004 and 2005 (27.9% and 22.5%). From the second quarter of 2004 to the second quarter of 2007, the volume of shipments carried by freight vehicles registered in Slovenia increased by 53.8%. Domestic transport rose by 23.9%, while international transport climbed by as much as 63.8%. Within international transport, the largest (3.2-fold) increase was recorded in cross-trade transport and cabotage (transport performed in another country). The well-developed shipping industry in Slovenia is attributable to Slovenias favourable position at the crossing of European corridors V and X. Transport on these corridors is increasing, and Slovenian carriers are exploiting new business opportunities. With Slovenias entry into the EU, a number of administrative barriers for carriage within the EU were removed for Slovenian carriers (especially the procurement of a limited number of licences). Slovenia also negotiated the possibility to perform cabotage in the EU-15 countries, which the Eastern European countries that joined the EU together with Slovenia will only be allowed to do after the end of a five-year period.

The drama of mergers, acquisitions, downsizing, and the managed redirection of health care resources away from acute care hospitals and high-technology medicine has overshadowed another change in the contemporary health care culture (Duva, 1990; Edmonds Hallman, 1995; Gabel, 1997; Salmon, 1995). The purpose of this article is to discuss the growing interest in alternative health care and offer an explanation for this phenomenon. Alternative health care is not easily defined. Often it is explained by describing what it is not — the scientific practice of nursing or medicine as it has come to be understood in first world countries during this century. Physicians who are sympathetic to the movement say that alternative therapy encompasses a broad spectrum of practices and beliefs (Eisenberg et al., 1993), and reflects a holistic world view of health and illness that is outside the biomedical mainstream of medicine (Rauckhorst, 1997). Other writers compare and contrast traditional and alternative medicine as a way of defining its practice. Western medicine is specialized; alternative care is holistic. Scientific practice is evaluated by its outcomes and its coherence with protocols; alternative therapy is not in conformity with the standards of the medical community and is considered to be unorthodox. Little is known about its safety, efficacy, or effectiveness (Gevitz, 1988; Lohr, 1997; U.S. Congress, 1990). The science of medicine is taught and practiced in universities and hospitals; alternative care is not widely taught is U.S. medical or nursing schools and is generally unavailable in American hospitals (Eisenberg et al., 1993; Engebretson Wardell, 1993). Insurance companies and federal and state governments pay for traditional medical care. With few exceptions (acupuncture and chiropractic medicine), alternative therapy has not been included as a health benefit by health insurance companies (Eisenberg, 1997). Recently, however, Oxford Health Plans announced its intention to offer coverage for alternative health care and provided its enrollees with a list of providers and services (Oxford Launches, 1998). There is an elaborate certification and licensing system for health care providers and hospitals; the world of alternative therapy is unregulated and its practitioners are usually unlicensed and uncertified (Eisenberg, 1997).
Sir: The risks of unregulated and irresponsible alternative medicine are rightly highlighted in your report of the article in the New England Journal of Medicine (”Alternative medicine a health risk, say experts”, 17 September). The public may be unaware that in many areas the evidence base for orthodox medicine is non-existent, and the potential for harm substantial. The evidence base for medical homeopathy is far from complete. However, one example of the many supportive studies is as follows. Of a group of 506 outpatients at the Royal London Homeopathic Hospital with a range of conditions including back pain, arthritis and allergies, 81 per cent improved with regard to their main problem and 80 per cent in their overall well-being. Of the 300 who were on conventional drugs at the outset, two- thirds reduced or stopped them.
